Watery industrialist

This is version of the character Bud Flood (Liquidator) in my steampunk AU.

For the first: yes, I made Liquidator a metamorphic water villain in my AU. Why? It seems interesting to me and I like original Bud Flood's appearance.
His past wasn't really changed: he was a typical bourgeois and owner of water sources water factory. But after his first crimes and mutation almost all of his property was took by tribunal. When Bud came back and found out his new abilities, he tries to hide himself in little estate he owned not really legal. After this he wanted to took revenge on Darkwing Duck, and how it ended you might know from show (just same way).
Now he escaped from his cement jail and join to Fearsome Five.

Think pic inspired from "Dry hard" episode and I tried to show not only Liquidator's powers, but hot temperature on the streets. This is a one little street on the West-side old steam St.Canard. It could be bigger, but came out not just like I want =_=
I am not sure about this art. I still think it could be better, but I lazy or just can't find my way to change it. May be in time...
